Moves SipDelegateImsConfiguration -> SipDelegate configuration
in order to not break existing impls and defines the new typesafe
alternative for sip configurations instead of bundles.

- Sometimes reboot takes longer time and makes following tests fail.
- If the device has a screen lock, tests get stuck there.
This is not a new issue, but a recently added test (#launchApp) tries
to start an Activity and it fails when the device is still booting or at
a screen lock.

Expedited jobs are not allowed to be scheduled with explicit delays set
and callers will crash if they try to do so. SyncManager sets delays in
a variety of cases. Now, we demote an EJ to a regular job if a delay is
set for any reason.

Switch to using JobScheduler's storage-not-low constraint instead of
doing it inside of SyncManager. SyncManager used to handle the
constraint before JobScheduler existed and the code wasn't updated to
use the new constraint.

The original code is flawed in that `pm install-abandon` only abandons
the 1st session returned by `pm get-stagedsessions ...`.
1. move AbandonSessionsRule to be shared by multiple host tests
2. use AbandonSessionsRule to do the job

Removing min_sdk_version for WmShell since it's not meant to be backward
compatible.
Removing lint-baseline.xml which only contains "NewApi" errors, that
won't be generated now, since min_sdk_version has been removed.

Currently, the dual-sensor config for BiometricPrompt requires a face
sensor and under-display fingerprint sensor. This commit loosens the
restriction to also accept non-UDFPS fingerprint sensors. The fallback
logic in this case is the same as for face + UDFPS.
Test: Manually verified that BiometricPrompt no longer crashes
