8a41b3f729 Optimizing AppStandby.getIdleUidsForUser 
This is called by NPMS on boot for all users, and it makes a lot of
calls to getAppMinBucket. Optimizing the newly added call into alarm
manager internal, and some bookkeeping at the front.

Alarm manager now maintains a list of all apps that have requested the
permission. This saves any calls into permission manager in
hasScheduleExactAlarm.

atest FrameworksServicesTests:AppStandbyControllerTests

atrace for boot time analysis.

6196ac06b5 Update launch cookie when moving a task to front 
- We're using the launch cookies to track app launches, and in the
  case that a task is brought forward the starting activity is not
  used (currently the launch cookie is only set there).  In this
  case we should update the top activity of the task with the new
  launch cookie.

d80460c376 Remove updateShortcutVisibility 
ShortcutManager#updateShortcutVisiblity was a new api intended for S,
due to the recent rollback of shortcut-appsearch integration, this api
can no longer be backed up AppSearch#VisibilityStore. To minimize the
risk of S release we should removed it from public api as opposed to
creating an alternative implementation.

9c07bde873 Fix issue where theme would be accepted in SUW 
An event passing null would cause the internal state of
ThemeOverlayController to be reset, accepting future theming events.

e5c140a59d Add api to propagating translation capability updates. 
This change adda the apia in the TranslationService that allows to
update the TranslationCapability to the registered clients. This
change doesn't contain the register part in the TranslationManager,
the change will be done on the next change.

8685ce1dee Fix SurfaceView callback timings 
In R we consolidated SetWindowStopped to use ViewRootImpl
surface changed callbacks. This affected the timings of when
the app would get SurfaceView SurfaceHolder callbacks. The
callbacks would be invoked in ViewRootImpl traversal before
the measure pass. If the app tried to add to the view hierarchy
in the callback, the view would not measure and layout the
new view properly.

To fix this, move the ViewRootImp SurfaceChangedCallback
after the measure pass.

Test: app in bug can add a view from SurfaceHolder.Callback#surfaceCreated

52f8d4c9c3 Pass attribution source to BT APIs. 
This adds attribution source to BT method calls. This is now
required to allow the app ops for the new BT permissions
(BLUETOOTH_CONNECT, BLUETOOTH_ADVERTISE, and BLUETOOTH_SCAN)
to be noted.
