Developer now can use UiModeManager setApplicationNightMode to set
the night mode and persist in framework. Next time when start a new
process with the same package and userId, the persisted configuration
will be overload to the process and activities.

Introduce new APIs to customize exit splash screen animation.
- SplashScreen
This can be used for Activity to handle the exit splash screen
animation.
- SplashScreen#OnExitAnimationListener
When receive onSplashScreenExit, the splash screen view will be on
top of the activity.
- SplashScreenView
The view object which represents the view of current starting window.
There are two APIs for developer to control it:
- getIconView: get the icon view object.
- remove: remove the view and release resources.
If an Activity create a OnExitAnimationListener and set on
SplashScreen, the core will request a copy of SplashScreenView
from Shell, then send the parcelable information to client to
reconstruct the view on top of the DecorView, then call
onSplashScreenExit to let the listener able to operating this view.

We currently maintain an instance of FullBackup::BackupScheme
(encapsulates full backup policies, including include / exclude rules)
per package. In line with the new include / exclude config format, where
the rules for each operation types are separate, create BackupScheme per
(package; operation type) pair to make sure we're only dealing with the
policies relevant to the current operation.

ConnectivityService itself does not depend on mVpns or the Vpn
class any more. Most of this CL is simply moving code from one
class to another:
- Move the AIDL calls from IConnectivityManager to IVpnManager.
- Move the implementation from ConnectivityService to
the new VpnManagerService.
- Move the APIs from ConnectivityManager to VpnManager, but
temporarily maintain some shims in ConnectivityManager for the
moved calls so that existing callers do not have to be modified
in this CL.
- Update VpnService to call IVpnManager instead of
IConnectivityManager.
- Move the code that registers the VpnManager service from
ConnectivityFrameworkInitializer to SystemServiceRegistry.

Earlier we introduced versions of BackupManager#requestBackup() and
BackupManager#beginRestoreSession() that take @OperationType as a
parameter (i.e. backup or device-to-device migration). Change the logic
to determine the operation type from the properties of the transport
(BackupTransport#getTransportFlags()). This will help avoid introducing
unnecessary APIs and save us from having to ensure consitency between
@OperationType passed through to BackupManager and properties of the
transport used for that operation.
