The internal ViewPager seems to not handle RTL well. This CL
disables side swiping in that case.

This call to updateRelativeZ may be triggered from the
RT frame callback which may be triggered after we are detached
from the Window and in that case will be null. If we are detached
we are also going invisible so there is no need
to set a relativeZ.

A11y service cannot get focus of bubbles because it's not a
System owned display. This patch makes System UI owned display
a trusted display. Moreover, this patch refactors the logic to
identify a trusted display by introducing FLAG_TRUSTED and
removes the trusted display check along with supportsSystemDecorations()
because the check has been included in supportsSystemDecorations().

Oftentimes, the ProcStats protobuf is larger than StatsEvent can handle.
With this CL, we detect that state before it happens, and attempt to
shard the ProcStats data over multiple protobufs, each with its own
StatsEvent.

In some cases, System UI needs to hide navigation bar without any
animation, i.e. transitioning to AOD. This CL creates a method in
insets controller to disable/enable animations.

There is a case in Bubble that we might release a un-initialized
TaskEmbedder while calling ActivityView.release() (ex. create a bubble
and don't expand it and then dismiss it) which will cause an exception.
Allow ActivityView.release() to be called at anytime and check the
initialization state before calling TaskEmbedder.release().

Floating IME or fullscreen IME won't cause insets (except the area
overlapped with navigation bar). It doesn't make much sense to let
apps move the IME at these cases.

We were testing whether mScreenshotConnection was null as a proxy
for whether we had a running screenshot service. In principle
mScreenshotService should never be null if mScreenshotConnection
is not null, but it's safer to check. This may fix the crash noticed in
early May (attached bug), and either way is better for the stability
of the process.
