Add new public API for monitoring low power mode.
BatteryService now puts device in to low power mode when
battery level is low.
Window manager now watches low power mode to turn off
animations.
Modifying the animator scale now gets propagated to all
processes.

This resolves an issue where the CameraDevice.StateListener callbacks were
erroneously called before the CameraCaptureSession.StateListener ones,
preventing e.g. creating a capture session from the
CameraDevice.StateListener#onOpened() callback.
It also explicitly ignores CameraDevice.StateListener#onUnconfigured() calls
occurring before the first call to #close .

The elegantTextHeight attribute of TextView was made public through
Java code, but the corresponding attribute wasn't public. This patch
makes it so.
This is a fix for bug 15428791 "elegantTextHeight is hidden (not in
android.R.attr)"

Tasks are persisted only if the client has the RECEIVE_BOOT_COMPLETED
permission. This applies to both periodic and one-off tasks.
Write out task as xml, using PersistableBundle for the extras data.
Todo: Add persistable bundle to xml when ag/468207 is merged.
Also added BatteryController logic.

Activities can now set the maximum number of times that they will
appear in the recent task lists when using DocCentric mode. The
default number is 15, the min 1, and the max 100.
Also a bug in TaskPersister that deleted files because it did not
properly parse their task ids is fixed.
Fixes bug 13736052.

Add a method to the UserManager to provide access
to bitmap of badge for managed profile.
Overlay the icon view in notification templates with
the badge from the UserManager.
Notifications with custom views won't be badged.

When the initial attempt to connect to the remote camera device fails,
fire the onError callback as documented, instead of throwing an
exception from open().
Also ensure the correct exception is sent when methods are called
while in the error state, and make sure onClosed() is called correctly
if closing the device after an initial startup error.

Make sure that we clip the edge glow against the edges of the view and
not against padding. If we're clipping to padding already, this will
happen automatically.

If the same item is shared twice (or more) a new activity for
sharing will be launched each time. Previously the first sharing
activity would be reused.
