The SharedFilter is used to share the Filter created by TIS to another
process. The TIS uses Filter.createSharedFilter() to create a token and
share it to another process. The new process will use
Tuner.openSharedFilter() to open that new token and create a
SharedFilter. The new process will be able to read the TIS owned
Filter's data with this new SharedFilter.

System route info could be changed per different apps. For example,
when a BT headset is connected, if a media app call
MediaRouter.selectRoute(defaultRoute) via Jetpack lib, the app will use
the phone speaker while the other media apps use the BT headset.
System UI should be changed depends on this CL.

For the service to be able to check permission, the AIDL interface is
exported to the virt APEX where virtualizationservice is in.
In addition, the VM permissions are granted to shell so that developers
can use the 'vm' tool on the shell.

Both of NetworkPolicyManager#isUidNetworkingBlocked() and
NetworkPolicyManager#isUidRestrictedOnMeteredNetworks() are
required OBSERVE_NETWORK_POLICY but OBSERVE_NETWORK_POLICY is a
signature permission that CTS cannot acquire.
So add this permission for shell and call these 2 APIs with
shell identity to fix the problem.
