f3b99fa7cf Add battery discharge prediction APIs. 
This CL adds an API to enable an external app to provide the system with
an estimate of how much time is remaining until the battery reaches 0%.
This information will be used in Settings and SysUI to display the
estimated time until the device is fully discharged.

7542475521 Parcelable getStability SystemApi MODULE_LIBRARIES 
This method is intentionally overridden by subclasses. The
infrastructure doesn't detect that this is happening, but we should
still annotate this as part of the API.

21489b3443 Switching StatLogger to uptime 
Uptime is a better estimate of time spent in cpu. Adding uptimeNanos to
SystemClock to get finer timestamps.

Test: Manual:
`adb shell dumpsys alarm` should show sensible information under 'Stats'
printed at the end.

31c24e048f Allow Power-button to temporarily ignore proximity sensor. 
If a device has an active proximity wakelocks while proximity
is in the "near" state, a press of the power button will temporarily
ignore proximity sensor allowing the screen to turn back on.
It will stop being ignored where there is a change to the
proximity sensor state.
