LocationRequest and associated APIs have historically always been
SystemApi, for no real reason. In keeping with the Android-wide push to
clean up API surfaces like this, we make LocationRequest a public API.

MEDIA_IMS_RX_NOTICE event type added to exist listener of MediaPlayer.
Following events will come through this api.
1) RTP_FIRST_PACKET(100) - A notice of the first rtp packet received.
2) RTCP_FIRST_PACKET(101) - A notice of the first rtcp packet received.
3) RTP_QUALITY(102) - A periodic report of a RTP statistics.
4) RTP_QUALITY_EMC(103) - An emergency report when serious packet loss
has been detected in between TYPE 102 events.
5) RTCP_TSFB(205) - Transport layer Feedback message. (RFC-5104 Sec.4.2)
6) RTCP_PSFB(206) - Payload-specific Feedback message. (RFC-5104 Sec.4.3)
7) RTP_CVO(300) - CVO (RTP Extension) message.
8) RTP_SOCKET_LOST(400) - Socket failed during receive.

Add new Wifi bands to include WIFI_BAND_60_GHZ.
WIFI_BAND_24_5_6_60_GHZ and WIFI_BAND_24_5_WITH_DFS_6_60_GHZ were
added and shall be used for performing full scan.
Add new addResults function which receives the full ScanData and
updates mBandScanned in addition to the scan results.
This function is used when consolidating scan results from
multiple interfaces, each one containing different bands.
isFullBandScanResults function was added and returns true in case
2.4GHz and 5GHz bands are included in the scan results, as scan results
from other bands may not be present.

Support set/clear/get preferrd device for capture preset. The preferred
device will be used for audio routing when it is availabled. The
preferred device doesn't need to be present when setting.
