The current name of SipDelegate[Connection]#closeDialog assumes
there will only be one SIP dialog per SIP session and does not
adequately cover the case where a SIP INVITE has forked and
generated multiple dialogs for the same call-id.
Instead, rename closeDialog to cleanupSession, which is more
accurate and should be called after all SIP dialogs associated
with the SIP session represented by the call-id have closed.

Update setHotwordMode to setHotwordModeEnabled and set/clear the hotword
mode based on the boolean flag passed to setHotwordModeEnabled. This is
to meet the API requirements. Also update the references to this API.
BUG: 180419637
Test: Able to setHotwordModeEnabled from AGSA application. Confirmed
HAL receives the flag and audioSource correctly in open_input_stream.

This change is part of defining a distinct BLUETOOTH_ADVERTISE
permission to guard the BluetoothLeAdvertiser APIs, since that's a
distinct enough of an operation from SCAN and CONNECT. It'll
continue to be covered under the general "Nearby devices" runtime
permission group.

The clients of resume on reboot want additional information for
reboot failures, so they can handle these failures better.
Therefore expose the reboot failure error code via SystemApi.

Adding a deny list option, which changes the default grant state of the
permission to denied. This means now alarm manager is the source of
truth of the permission state and exposes an API that clients like
Settings should call.
Also using the same API to cap the minimum standby-bucket
for apps with this permission to WORKING_SET.
Adding an app to the deny list may mean revocation of its permission, in
which case its exact alarms will be removed.
Meanwhile, performed some long needed refactoring on the remove methods,
so they re-use common code and are easier to maintain.
Also, changing strings for the Settings UI to be clearer.

Apps can't actually suppress the bubble, that is only
done by the system so that method is @hide.
Did a similar thing for setSuppressNotification for
