The libcore.timezone APIs may form the basis for some
new SystemApis. Before starting that process the API
surface is being rationalized to establish the core
use cases.

The CL 8f712189dfc02285573337e2b4ab17678011db14 in libcore project avoids
the need for adding the new paths in LoadedApk. With the CL, a classloader
does not give up even when loader.findLibrary() has failed due to some
paths are not added to it. Instead, the classloader converts the given
libname into a filename (e.g. foo -> libfoo.so) then calls dlopen()
with the filename. The classloader reports failure only when the dlopen()
call has failed. Therefore, manually adding these paths to the classloader
is no longer needed and thus removed.

Run MultinetworkPolicyTracker and DataConnectionStats callbacks on the
ConnectivityService handler thread.
Previously the callbacks would be using the SystemServer foreground
thread (Looper.myLooper()), or the broadcast thread for the
MultinetworkPolicyTracker BroadcastReceiver. This is error-prone, can
cause threading issues and makes it difficult to test the components.

This patch removes LocalSocketImpl.flush(). In practice this function
was simply a wrapper around `Thread.sleep(10)`. All direct calls to
this function have been removed. The `flush()` function is still called
on several objects that wrap a SocketOutputStream.
This will make booting a device 20ms faster than it currently is.

This is necessary to examine caller's permission. If caller's uid is not
same as passing package name, SecurityException would be throwed.
This change also clear the identity before calling
BluetoothPan#setBluetoothTethering() in Tethering#setBluetoothTethering.
This is fine because caller already pass permission check before in
ConnectivityService. See the flow below:
ConnectivityManager#startTethering -> ConnectivityService#startTethering
-> Tethering#startTethering -> Tethering#setBluetoothTethering
-> BluetoothPan#setBluetoothTethering

Some MediaProvider events (such as thumbnail invalidation) are
handled on a background thread. To reduce flaky tests, wait until
all background events have been processed, which is more robust
than sleep.
