The initial implementation was setting the logout user to be SYSTEM
on non-headless system user mode, but recently it was changed to
return null if the user was not switched or started by the device
admin.

This migrates the media transfer from just a service to a full-fledged
@SystemApi. Some of the testing infrastructure has not yet been migrated
to keep this CL slightly smaller.

Bluetooth have been exposed. APIs used only by framework code have

The LogcatManagerService checks if logd access is coming
from background or foreground.
If the requester is foreground, the LogcatManagerService
generates a notification to get user consent. If the user grants access,
the LogcatManagerService approves logd access. If the user
does not grant access, the LogcatManagerService denies logd access.
If the requester is background, the LogcatManagerService waits
to observe process status change. If the
process status updates to foreground from background,
LogcatManagerService sends a notification to get user consent.
If the process remains background, the LogcatManagerService denies logd access.
This codebase is the continuity of the implementation ag/16618162 to
obtain user consent.

Each app will have it's own supplemental process with a different uid
that uniquely maps to the uid of the application that this supplemental
process corresponds to.
This will impact some of the PackageManager and PermissionManager APIs
(e.g. PackageManager.getPackagesForUid, or
PermissionManager.checkPermission). In order to make it possible for
PackageManager to correctly treat supplemental process uids, we first
need to teach it about the supplemental process APK itself, hence this
change.

Modify activity manager code to allow for multiple processes to be
spawned for the same service (non-isolated) having different instance
names. A new API is introduced similar to bindService where the app UID
associated with the supplemental process service is used as the instance
name.
The main changes involve distinguishing it from isolated service
processes with instance name, removing a check that allows only isolated
services to have instance names and using distinguishing process names
in the ServiceRecord for the different processes running that service.
