a80a997a3b Add BlobStoreManager.getRemainingLeaseQuotaBytes. 
+ Add LimitExceededException which can be used to indicate
that an app is doing something that will cause it to violate
any limits enforced by the System.

73597dcb9a Statsd update for native puller api feedback 
Update statsd to take in times in milliseconds instead of nanoseconds.

Also make appropriate updates for graphics stats, odpm, subsystem sleep
state, and LibStatsPullTests

917f8a45dc Unrestrict updated buggy apps. 
If an app is put into the RESTRICTED bucket because the system thinks
it's buggy, we can bring it out of the bucket when the app is updated,
assuming that the bug is fixed in the new version. If there are other
reasons that the app is restricted, then we don't bring it out.

0511558771 Compile service-statsd against the system server SDK 
This ensures this jar doesn't link against any non-sdk jars,
and hides the implementation names of the actual stub jars.

cf404f6474 Migrate service-statsd off IoUtils 
There's an equivalent public method in FileUtils, so use that
one instead for now.

Note that the method is deprecated, so there may be reason to
move off it altogether.

58cd241e97 Move statsd TEST_MAPPINGS to statsd root 
Changes in statsd need to trigger the tests, not just changes
to the tests themselves.

c0fd5fa650 Delete a blob after the last lease of it is released. 
Also, avoid deleting it if it was committed recently
to allow app that contributed it to acquire a lease.
