Before, we call sendTaskFragmentVanished after the removeImmediately,
which may not have any following activity paused/resumed to trigger
relayout to dispatch the pending event to the organizer.
Now, we call mWindowPlacerLocked.requestTraversal() to ensure the
vanished event will be dispatched.
Without this change, the splitInfo callback can be stucked on waiting
for empty TaskFragment vanished event.

This CL introduces an overload of Modifier.background which takes a
`alpha: () -> Float` parameter to set the alpha of the background. This
should be used when the alpha of the background is animated, to avoid
recompositions during an animation.
The content of FadingBackground.kt was mostly copy pasted from
Background.kt [1].

This CL improves Expandable by making sure that expandables that expand
when clicked directly have a minimum size of 40dp and minimum
interactive size (touchable area) of 48dp. This is consistent with the
M3 components like buttons.

This CL reconciles the content of Expandable.kt in the
tm-qpr-dev-plus-aosp branch and tm-qpr-dev. This CL being on
tm-qpr-dev-plus-aosp, this will also be merged in master.
Currently the files are different because the androidx.savedstate
library was updated in tm-qpr-dev-plus-aosp in http://ag/19946745, and
removed the ViewTreeSavedStateRegistryOwner APIs. Ideally, instead of
this CL, we would update the androidx.savedstate library in tm-qpr-dev
but I'm getting build errors in http://ag/20708667 that might take a
while to fix. Until I manage to get that CL in, I suggest we work around
it in this CL by re-introducing the ViewTreeSavedStateRegistryOwner API
used by tm-qpr-dev, which forwards calls to the API that replaced it.
That way we can unblock the few CLs like http://ag/20256703 and
http://ag/20711619 which currently have conflicts with master and
tm-qpr-dev-plus-aosp.

Set VPN as the preference network for specific apps when
IKEv2VpnRunner is running, and reset it when IKEv2VpnRunner is
cleaned.
VPN will be disconnected when its underlying network is gone. To
prevent packets go throgh underlying network when underlying
network is back but VPN is not connected yet, set VPN as the only
preferred network for specefic apps.

The animation leashes will be release after calls
KVM#finishSurfaceBehindRemoteAnimation, so if there are playing
animation with setSurfaceBehindAppearAmount, the released leash could
cause SystemUI crash.
There are two scenario may cause that crash:
1. Hovering between Keyguard <=> Launcher, which could trigger
fadeOutSurfaceBehind and finish the remote animation, so the
surfaceBehindRemoteAnimationTargets could remained in KUAC. Then when
next transition animation start, KUAC could attemp to play animation
with those released leash.
2. Unlock keyguard directly, notifyFinishedKeyguardExitAnimation will
cancel the surfaceBehindAlphaAnimator, which could finish the remote
animation immediately before setSurfaceBehindAppearAmount. To ensure
the opening app must be visible, calls setSurfaceBehindAppearAmount
before cancel animatiors.

Test: enable shell transition, then scroll up to unlock device,
a. verify the launcher won't stay in a fully/semi transparent.
b. verify the launcher won't reshow when scrolling on keyguard.
Also verify above cases via fingerprint unlock.

The exitSplit called while we launch the same split pair caused
it cannot enter split successful then lead to tests failed.
Add check isEnteringSplit check for that exitSplit.
