1. Move isSatisifed into RuleEvaluator to minimise the API surface.
2. Add a new global settings for skipping integrity component for rule
providers.

The suspending app can specify if they want to unsuspend the app on
neutral button tap. This needs to be done by the system so as to
maintain continuity of the users activity tasks.
The system then also needs to communicate to the suspending app when
such an unsuspend has taken place so it can keep any of its internal
data consistent with the current state.

When the admin unsets cross-profile packages, reset the
INTERACT_ACROSS_PROFILES app-op back to the default if it is no longer
configurable by the user.
Other minor changes:
- Remove the explicit app-op permission check from
setInteractAcrossProfilesAppOp, since AppOpManager performs that check
when required.
- Fix the broadcasting logic in CrossProfileAppsServiceImpl to correctly
set the component and flags.

A thread pool was being spawned for every partition,
creating potentially 20 different threads. This can be
constrained to MAX_THREADS (4) by passing the ExecutorService
through the scan calls and only destroying it at the end.
It's unclear how much of a benefit this has, but cleaning up
these threads can't be a bad thing.
