Two APIs were added as @SystemApi and then @Deprecated within
the same API level (RVC). These methods were never exposed
publicly, and instead were replaced with more-appropriate
named methods that were added to the public API. As such they
were not fully deleted in RVC but were never exposed and expected
to be deleted following SDK finalization. This CL does precisely
that - removes all traces of these methods, as per the will of
the API Council.

Prior to finalization, we need to remove all methods which were
replaced but kept around for short-term compatibility purposes.
PreciseDataConnectionState had a couple methods that fell into this
category that had yet to be removed.

Rename the setters and getter for location package extra. The getter is

We want to prevent privileged apps from calling DevicePolicyManager#setActiveAdmin. After this, only apps signed with the platform certificate (e.g Settings / ManagedProvisioning) will be allowed to set Device Admins.
Leave @SystemApi so that it is clear that it 'was' a privileged permission, but add @removed to show that it is no longer a privileged permission.

Mark previously deprecated TelephonyManager APIs as @remove; some of these
have valid public APIs; for now just calling the public APIs to give more
time for API consumers to transition over to the new methods.
Remove ITelephony AIDL calls for removed methods.
Removed ITelephony light greylist for removed methods; see bug for details.
There are public alternatives for most of the remove AIDL methods; a couple
of the subscription specific ones are not available directly but the
non-subscription specific versions should suffice.

This change removes deprecated classes and constants that were not
renamed from ephemeral to instant prior to O. There were no
consumers of these APIs as correctly named alternatives existed and were
