e6bf310006 Add telephony shell command to force D2D communications enabled. 
This command is used for CTS testing to force override D2D on.

Test: Added CTS test leveraging the new command.

c8cf1b02a3 Unthrottle data retry in some conditions

a8366aeae4 Enforce READ_PHONE_STATE for APIs involving call state

c638307194 Support getSlicingConfig() API for 5G Slicing Configuration 
- add getSlicingConfig() API in TelephonyManager and ITelephony
- add Parcelable implmentations for RouteSelectionDescriptor,
  SlicingConfig, and UrspRule
- remove @hide and @SystemApi for TrafficDescriptor and
  NetworkSliceInfo to make them public

Add the link capacity estimate system API.
Remove the system API of getCarrierBandwidth() and CarrierBandwidth as
they are replaced by the new LCE system API in PhoneStateListener.
