9bf30999cc Move connectivity sources to packages/Connectivity 
The service-connectivity sources should be in
packages/modules/Connectivity. Move them to
frameworks/base/packages/Connectivity, so that the whole directory can
be moved to the dedicated packages/modules/Connectivity git project.

2d1953628d Add new network capabilities to support automotive head unit via USB 
- Add a new transport type for USB and a new network capability
to support automotive head unit.
- In order to pass DnsManagerTest#testTransportTypesEqual, Android.bp
needs to link to dnsresolver_aidl_interface-V8-java. That test checks
whether the TRANSPORT types defined in NetworkCapabilities are the
same as IDnsResolver.aidl.

40a95a5ab7 [NS04] Introduce Network Offers and their callbacks 
This patch introduces the concept of a network offer that
providers send to Connectivity to register for relevant
requests. This lets them see only requests that they can
hope to satisfy considering their capabilities and score
filters.

This is meant to replace the filtering mechanism currently
implemented by NetworkFactory. The reason for replacing
this mechanism is that the old mechanism does caps and
score filtering on the factory side, which requires these
two filters to be contextless and available system-wide,
including in separate processes from the system server.
These constraints severely limit and complexify in
particular what the score comparisons may look like. In
the past the score comparison was only integer-based,
making the code duplication not much of a problem, but as
this scheme is becoming unsustainable by spreading the
complexity of the selection across the entire stack, a
centralized mechanism is now necessary.

This patch only introduces the new objects and has CS
keep track of them, but does not actually use them yet.
Followup patches will implement the logic of calling
the offer callbacks.

57575ab883 Add support to report ART metrics to statsd. 
It will report dex2oat related metrics (total time, dex bytes and result
code) after each run of dex2oat.

This is a cherry pick from AOSP aog/1619941 with conflict fixing.
Internal and AOSP have different APIs.

9e8264dc32 Create ServiceConnectivityResources 
Create the ServiceConnectivityResources package, which contains
resources Connectivity unbundled from platform resources.

Migrate the first few resources from ConnectivityService that have no
RRO in AOSP. To avoid boot time impact, avoid loading the resources in
the ConnectivityService constructor.

f1f57cc9c5 Have the DataConnectionStat started from BSS 
ConnectivityService is going to becoming a mainline module.
The DataConnectionStat is used to listen the telephony status
change and report to BSS. This does not really relate to
connectivity. DataConnectionStat was created in
ConnectivityService and use some hidden APIs which is not
allowed for a mainline module. Thus, move the creation and
monitor to BSS directly which is more appropriate place from
its functional perspective.

Also, move the DataConnectionStat out from module scope since
it does have too much relationship with connectivity module.

febbc33e9b Remove duplicate idmap classes from services.jar

6a2ca782d4 OverlayManager Fabricated RROs 
Adds registering and unregistering of FabricatedOverlay to the OMS.
The process that creates the fabricated overlays owns it and is the
only process allowed to unregister it.

When a fabricated overlay is registered, overlay settings for it are
initialized in all users. When a fabricated overlay is unregistered,
it is disabled and removed from all users. When a new user is created,
it will be able to use the fabricated overlay as well.

On boot, fabricated overlays that are not referenced in overlay
settings will be deleted.

When the package that created the fabricated overlay is uninstalled,
its fabricated overlays are also unregistered.

cfeb2866a4 Add an additional lock in the ActivityManagerService 
This CL breaks down the ProcessRecord by the characteristic of
the fields in it. It's a preparation for future CLs, to let
the various components in the ActivityManagerService to access
its own correlated data class only.

Also introduces an additional semi-global lock in the
ActivityManagerService as an effort to reduce the lock contentions.
Some of the data fields now requires either the legacy global lock
or this new lock to read from it, and both of the lock to write to it.
