Add methods to query the private storage.

This is used by Settings and the Storage Manager to calculate the
amount of space left on a device.

Fix Bluetooth OOB pairing not working for unseen devices
...
When Out Of Band info is provided, first time we learn about
device is when it's state is changed to "Bonding". This currently cause
this event to be discarded and pairing fails. Instead, we should add
CachedDevice object for newly added device.

The "FILTER_NOT_HIDE" is used to filter out apps that "blacklisted"
by the carrier. So when user insert a specific sim card, these apps
disapper in settings > apps totally unless user enable them.
