Oneway calls to the system process can cause more trouble along those
lines than they solve.
Asynchronous incall pressure to the system process is worse than
synchronous incall pressure: it causes catastrophic failure modes
and is also much harder to diagnose when problems happen.
It's also much harder to guarantee transactionality when the caller
side is asynchronous.

This change modifies the signature of SessionParams#setRequireUserAction
to take an int instead of a bool to match the return of
SessionInfo#getRequireUserAction.

Applications could know package related events via registering and
implementing the LaunchersApps.Callback. We should also apply the
visibility to LauncherApps.Callback like what we did for Broadcast-
Receiver.
For removed one, using a new protected broadcast with the visibility
allow list in the extra instead since the PackageSetting is already
deleted and wouldn't be able to get its visibility allow list.

Create a dedicated api in the sensor privacy service to check if the
toggle is supported.
Also address some other api feedback and also rename the older mute
feature to all-sensors so that there are no longer overloaded methods
with different functions.

The Chrome team was planning to provide a new prebuilt SDK last week
which returned to targeting the official R SDK level, but other
challenges prevented them from doing so.
They still intend to land an updated prebuilt which targets R, but
to unblock testing this change makes that change on their behalf;
when we see a very specific Chrome version code we force the target
SDK back to R. This code will safely become a no-op during their
next prebuilt, which should have a different version code.
