Normal applications should have restrictions on how big/many keep-clear
areas they can set. This is to prevent malicious apps from misusing the
API and causing unexpected effects (like the Pip moving unexpectedly or
too much around the screen).
System apps, however, can be trusted to set any keep-clear areas.
In this CL we introduce a new permission to allow system apps to set
unrestricted keep-clear areas. We send two lists to Shell - one with
restricted, the other one with unrestricted keep-clear areas. When
moving floating windows away, the Shell can decide to always take into
account unrestricted keep-clear areas and be more restrictive about the
restricted ones.

App boundaries were not updated during the unfold animation, when there were two apps on the screen.

Previously there were 2 animating surfaces, one for the highlight and
one for the splashscreen. When they animated together there was a bit
of undesirable crossfading.
This change makes it so that the colours and alpha animate together via
ArgbEvaluator and are only applied to 1 surface (the background color
drawable).
It also seems like you can continue to get drag events even after a
drop, so if a drop has happened skip animating. When a drag is
initiated again then mHasDropped is reset again.
Test: manual - drag an app into split and move it between the two split
dropzones, note that the colour animation is smooth.
- wildly drag between the two dropzones & drop, check that
on the next drag that animations animate from alpha 0 rather
than jump cutting to an alpha > 0.

When already in split screen we use the stage bounds from split screen
controller, however, these bounds really represent the draw region and
would be inset by taskbar etc. For the hit targets we really want the
whole side of the screen from the middle of the divider, rather than
the draw region.
This CL updates it so that the hit region is based of the display region
divided wherever the divider is.
Test: manual - have apps in split, drag a new one into split and observe
that the animation is smooth

screen, there is a target sdk version check to prevents apps from
