7af300eea6 DO NOT MERGE: Fix temporary black after setting a new image wallpaper 
Sometimes see temporary black wallpaper after setting a new image
wallpaper because of:
- decode bitmap twice, results in long latency until drawing.
- the set wallpaper apis didn't sync with wallpaper rendering well.
Solutions:
- Only decode bitmap when necessary.
- Make set wallpaper apis wait for image wallpaper rendering finished.

050a0d0d64 Reduce the color contrast requirements for the emphasized action button fill color. 
This reduces the contrast requirement between the notification background and the button fill from 3:1 to 1.3:1

5cb7307ebb Refactor the color span code inside Notification.java and add tests. 
* This makes it easy to reduce the contrast requirement between the notification background and the button fill in another review.
* This also fixes a bug where partial-length color spans within the emphasized buttons would be contrast-adjusted only with the notification background color rather than the button fill color.

d5ccb038f6 Set $TMPDIR as well as java.io.tmpdir. 
This helps functions like tmpnam() and tmpfile() to "just work", like
their Java equivalents.

cc547d33e5 Revert "Don't restore notification channel if its sound is unavailable" 
This reverts commit 6a5ca92e75.

Reason for revert: This is affecting notification channels that are using the system sound and is resulting in users losing most of their notification settings

afcd22acaa Change Shallow Copy to Deep Copy in UsageStats 
There are three reference type members in UsageStats's constructor, when using "new UsageStats(stats)" to copy, it will be a Shallow Copy, which may cause concurrent modify problem.

For example, in UserUsageStatsService.java, the sUsageStatsCombiner is using "new UsageStats(stats.packageStats.valueAt(i)" to copy, and the value is passing to the computeCacheQuotaHints in
CacheQuotaStrategy.java. If we change the UsageStats.mForegroundServices at the same time, IndexOutOfBounds Exception will happen.

Therefore, it is necessary to modify the way of copying of the UsageStats.

2bd5f502fd Make foreground color selection in SmartReplyView and RemoteInputView match Notification. 
Fixes: 196585371
Test: post colorized notification with luminance between .2 and .5; validate that smart replies and remote input use black text to match the notification.
