This API is for TunerResourceManager to get the callingPid of a TIS
client from TIF with the sessionId provided by TIS when TIS requests
resources from the TunerResourceManager.
This CL is also handling the creating and storing mechanism of the
sessionId.
The sessionId is provided by TIF when TIS created session through
TIF.
The sessionId to clientPid mapping is saved in a global map
in TIF service.
It is passed to the vendor TIS through new public API
onCreateSession(inputId, sessionId)/onCreateRecordingSession(inputId,
sessionId).

Enabling this flag in
Settings > System > Developer options > Feature flags
will bypass the ShortcutId requirement for MessagingStyle
notifications to be classified as "conversations". This exists in
order to test this style of notifications on real apps, before the API
exists for them opt-in for real.

The following two stub libraries are added:
- android_module_app_stubs_current: @SystemApis that are available for
modules implemented as apps. @SystemApis with client=PRIVILEGED_APPS
and client=MODULE_APPS are included here.
- android_module_lib_stubs_current: @SystemApis that are available for
modules implemented as bootclasspath jars. @SystemApis with
client=PRIVILEGED_APPS, MODULE_APPS, and MODULE_LIBRARIES are all
included here.
For now, the compatibility check against the last release API is not
done, but this is not a problem because this is the first time these
APIs are released.

Historically, FRP behaviour was built on top of the application restrictions
infrastructure. This CL introduces new behaviour, as the profile owner of an
organization-owned device needs to be able to control FRP behaviour and
cannot set application restrictions on user 0.
- Introduced a new FactoryResetProtectionPolicy object
- Added it as a field to ActiveAdmin
- Created a default value
- Added setFactoryResetProtectionPolicy to DPM which is used to set a
factory reset protection policy. If the policy is null, the current
policy is cleared and set back to the default value.
- Added getFactoryResetProtectionPolicy to DPM to retrieve the current
factory reset protection policy. If this is the default value, then
no policy is set.
- Both these APIs are callable by the device owner or profile owner of
an organization-owned device.
