Reason for revert: Setup Wizard crashing and not able to complete when trying to verify a previous PIN

af23d81ff2 Make CpuPowerCalculator's Estimators available to com.android.internal 
BatteryStats needs the power_profile Cpu constants to smear the measured
CPU Cluster energies across UIDs. Using the CpuPowerProfileCalculator to
get the calculation decreases the chance of someone accidentally
diverging estimated and measured CPU power calculations.

0726d59bc5 Add cpu proc file read throttling enabling/disabling 
To properly attribute the new MeasureEnergy data for CPU, the cpu kernel
uid file reads needs to occur everytime the CPU MeasuredEnergy is read.
If throttling is necessary, it will need to be handled by
BatteryExternalStatsWorker for both the cpu kernel file reads and the
MeasuredEnergy read to make sure the data is in sync.

c31c4f9b31 Cleanup of Zygote files 
This CL cleans up some warnings in the ZygoteInit.java and
ZygoteServer.java files.  These warnings were mostly about unused
variables, protection class changes, and dead code.  Some changes
to code in Zygote.java and ZygoteConnection.java were needed due to
function signature changes.

2ca39c020f Pass the media capabilities uid when opening media 
FileSystemProvider should pass the uid of the calling app by setting
the EXTRA_MEDIA_CAPABILITIES_UID when opening a media, so that
TranscodeHelper can make decision to transcode or not transcode based on
the calling uid, and not based upon the Provider's uid.

792b9eb8dc Add window background blur public api 
This CL exposes Window#setBackgroundBlurRadius as public Api. It
creates a region behind the window (with the dimensions of the window
background drawable), which is blurred with the given radius.

It also adds windowBackgroundBlurRadius dimension as an xml attribute
on Window.

50bc17cdaa Add a new feature to store IncFs version. 
And deprecating the old feature which didn't have versioning support.

V2 means that the new features are either required if the device
was shipped with S, or available if device updated kernel to S.
