a68473ce97 Only update native InputApplicationHandle once 
This makes sure the write operation (NativeInputApplicationHandle
::updateInfo) is always called from window manager side once when
calling SurfaceControl.Transaction#setInputWindowInfo or
InputManagerService#setFocusedApplication. If the info of input
application handle is changed, a new instance will be created.
That avoids the race condition of reading the fields of the same
InputApplicationInfo instance from input dispatcher.

09478539ae docs: Mention app query filters on Android 11 
For apps that target Android 11 and higher, the methods in this class
each return a filtered list by default, because of the new package
visibility behavior.

bd7aba8cbf docs: Remove error in requestPermissions doc 
If an app has already been granted a permission and it requests that
permission again, the user shouldn't see a system dialog. Update the
documentation to reflect this intended behavior.
