Several android.timezone classes have already been exposed for the
telephony module work, so these tests provide coverage for those.
Additional APIs have been exposed for MTS testing, i.e. to provide
greater confidence that the tzdata module data is correct / is
being read correctly.
Also, small changes to existing code to make them consistent with new
classes. Small docs improvements.

This patch makes two changes to increase the reliability of the USAP
pool refill mechanism. The first is to change the storage type of the
result of an expression from int to long. This will help avoid
potential overflow issues.
The second change mitigates the impact of the non-monotonic system clock
having its value changed. If the clock goes backwards in time past when
the initial event triggered the refill delay, the delay will now be reset.

Previously init started the Zygote with -20 nice value and then
immediately switched it to 0 in ZygoteInit.main so that new applications
forked from the Zygote have the correct Java Language thread priority.
This patch delays this priority change so that it only affects the new
processes and not the priority of the Zygote.

This patch adjusts the USAP pool refill mechanism so that it is less
disruptive to launching applications. Refill events are now delayed
by several (3) seconds if delaying wouldn't cause the pool to be below
the minimum population size.
This patch also adjusts the process priorities for the USAPs and other
processes spawned from the Zygote so that they behave better in the
context they are spawned in.

This patch changes the location where the process's name is changed to
that of the application being launched. It also attempts to use the
package name if the "nice name" is missing.

Introduce classes that exist to give the telephony module something
stable to call for in-process utilities: libcore cannot directly expose
System APIs today and the package names are internal. The APIs are the
subset of internal libcore.timezone APIs used by telephony code

Use full volume has been renamed to override DnD and
the toggle is now only available for certain countries. We
intended not to provide the ability to migrate this shared
preference as it might cause issue for users who already
changed the preference. After mainline migration, override
DnD should be always reset to default value of that country.

StringNetworkSpecifier is widely used to specify subscription id for
the NetworkRequest. The raw string field introduce ambiguity and leave
large space for bugs. With TelephonyNetworkSpecifer, we are able to
settle down the type and value of the fields (although currently only
one) and introduce validation to detect the bug in the beginning.

When data saver enabled, tethering would be OFF.
Currently settings would not allow user to turning tethering back.
After aosp/1181583 is merged, user can turn tethering back without
turning data saver OFF.
