50a8fccec7 Disallow data when QNS switched the preference 
When the preference has switched to another transport, do
not allow data setup. This avoid the case that data service
keeps asking telephony to retry while QNS already switched
the preference to another transport.

d1430abd06 Set CDMA roaming/subscription mode throws ISE if not CDMA 
Since the phone can switch to/from CDMA, returning when not CDMA could
cause issues later on. This essentially reverts ag/13862397 and updates
the documentation to call out more clearly when ISE is thrown.

- Rename SlicingConfig and SlicingException to
  NetworkSlicingConfig and NetworkSlicingException
- Rename SlicingError to NetworkSlicingError
- add subclasses for NetworkSlicingException and remove getErrorCode()

a6cb2f1e85 Change osAppId from String to byte[] to match specs. 
OSAppId as defined in the specs is a concatenation of a UUID
(representing OSId) converted to byte[], and a byte[] representing
the app id. As such it is better to have that as a byte[] in the
public APIs instead of String.

Made the Builder @hide as well since it is not supposed to be
built by any external code.

913b325c8b Rename closeDialog to cleanupSession 
The current name of SipDelegate[Connection]#closeDialog assumes
there will only be one SIP dialog per SIP session and does not
adequately cover the case where a SIP INVITE has forked and
generated multiple dialogs for the same call-id.

Instead, rename closeDialog to cleanupSession, which is more
accurate and should be called after all SIP dialogs associated
with the SIP session represented by the call-id have closed.

ea06cecc66 Create config KEY_ADDITIONAL_NR_ADVANCED_BAND_INT_ARRAY 
A list of additional NR advanced band is used to determine which
particular band has high data rate capability. The data rate is
higher than the generic 5G data rate.
