The previous CL (I47f902cc8f) fixed ImeSubtypeListItem.compareTo() is
compliant to Comparable#compareTo(T) (Bug 34255739) and introduced the
following order of comparing ImeSubtypeListItem fields.
1. ImeSubtypeListItem#mImeName
2. ImeSubtypeListItem#mSubtypeName
3. ImeSubtypeListItem#mIsSystemLocale
4. ImeSubtypeListItem#mIsSystemLanguage
But it didn't keep the previous ordering (Bug 34821121). This CL
fixes the order of comparing ImeSubtypeListItem fields as compatible
as ones before I47f902cc8f.
1. ImeSubtypeListItem#mImeName
2. ImeSubtypeListItem#mIsSystemLocale
3. ImeSubtypeListItem#mIsSystemLanguage

If a newer UsageStats came along, it would wipe away
the older UsageStats' last used times because it was
newer and, therefore, a source of truth. This is an
improper assumption, however. The newer UsageStat
may cover a timeframe which does not even have a last
use and, thus, destroys valid data.

This change adds APIs for instant apps to store cookie data
that is presisted across instant installs and across the
upgrade from an instant to a standard app. Standard apps
can use the cookie APIs but when they are uninstalled the
cookie is also deleted. The cookies are kept longer than
the instant apps as they are much smaller - 16KB by default.
We can change the cookie size via a system setting i.e.
after we ship we can increase size if needed.
We also add internal APIs to surface information about
installed and uninstalled instant apps which should be
used for showing them in the UI. For this puporse we store
the icon, permissions, and label of uninstalled apps. If
the app is re-installed we drop this meta-data but keep
the cookie around. If we have cookie data stored and the
signing cert of the app changes when it gets re-intalled
we wipe the cookie.
Test: CTS tests pass; hiddent APIs tested manually

With the previous CL [1], systemReady parameter in
InputMethodUtils.getDefaultEnabledImes() is guaranteed to be true.
Hence this CL removes that parameter. There should be no behavior change
in this CL.

Properly account for VPN apps that make heavy use of the tun
interface. Prior to this change a VPN app could be incorrectly charged
for more data than it actually used if it sent more traffic through
the tun interface than the underlying interface.
This change excludes VPN app traffic on the tun interface from the
adjustment pool and doesn't redistribute traffic to the VPN app.
Instead all of the redistributed traffic is deducted from the VPN app
which effectively represents any overhead incurred by the VPN app.
