NetworkStats is going to be moved into mainline module and
there're some external callers have dependencies on it.
To replace those hidden APIs with formal APIs, NetworkStats
needs to expose some getter methods to eliminate the dependencies
on hidden API.

This allows holders of START_CROSS_PROFILE_ACTIVITIES permission to start an activity of the caller package in the other profile.
The "android.app.role.SYSTEM_WELLBEING" role will get this permission.

As Android Bluetooth becomes a mainline module, we need to
remove all hidden API usages. BluetoothManagerService is
using REASON_BLUETOOTH_BROADCAST so we have to make it
accessible to the Bluetooth module.

This change adds additional criteria for bandwidth in both the
upstream and downstream directions, ensuring that a minimum quality
bar can be guaranteed for VCN underlying networks. Both directions
support separate entry/exit criterion to allow for hysteresis.

This new PresentationSession interface enables an application to do a
multi-document presentation, something which isn't possible with the
existing API. As a practical example of this consider presenting both
your Mobile Driving License and your Vaccination Certificate in a single
transaction.
Also update the documentation for IdentityCredential to clarify that
the same AuthKey is used for multiple getEntries() calls on the same
credential.
Also deprecate existing IdentityCredential.getEntries() method and
related methods and classes.

This commit expose VcnUnderlyingNetworkTemplate classes
and methods to configure those objects in VcnGatewayConnectionConfig.
Those APIs allow callers to configure the underlying network priority
for VCN gateway when VCN is doing route selection. Callers can
construct VcnUnderlyingNeworkTemplate with network requirements and
then set VcnUnderlyingNeworkTemplate list from most preffered to least
preffered in VcnGatewayConnectionConfig.

While Data usage related codes are moving to mainline module,
StrictMode#vmUntaggedSocketEnabled() and onUntaggedSocket()
can no longer be accessed from NetworkManagementSocketTagger.
Thus, expose alternative SystemApi to allow invocations from
the module.
