Add @SystemApi to check if the Spatializer will be available for
a given device, if it has a head tracker, if enabled, and
change its tracker enabled state.
Implement checking device compatibility with transaural and
binaural modes. Create list of compatible devices, list of
devices that have been enabled, and list of disabled. This is
to support the V3 UI where add/removeCompatibleDevice is used
to control Spatial Audio state for a subset of output devices.

The active AlwaysOnHotwordDetector and SoftwareHotwordDetector is always
maintained in memory regardless if the client is using it or not.
This added API allows an active VoiceInteractionService to indicate that
they will no longer use the detector, and it can be cleaned up.

The SoundTrigger HAL can deliver additional context about the kephrase
that was triggered along with the trigger audio. This change moves to
expose the information which was previously suppressed by the Android
framework.
Data exposed:
- Keyphrase extras providing details on what phrase was interpreted by
the voice engine
Extra keyphrase information provided by the SoundTrigger HAL which was
previously suppressed is also exposed.

Currently we have a few APIs for isXXXProfile. In the case of managed
profiles, we cachce the results.
Here, we introduce a new hidden API getProfileType, which gets and
caches the user type (string), if the user type is a profile. That way,
we automatically have the caching benefits for all profiles, not just
managed profiles.
We only do this for profiles because they have a relaxed permission
requirement. Other user types have strong restrictions, so we do not use
their more general getters here.

Most of cases, download opperation is port agnostic we don't need
to specify the portIndex. However if this is triggered from carier
apps and apps specify download followed with esim activation, then
platform need to resolve a portIndex(maybe through UX) and need to
pass this portIndex to LPA app. thus we need to add an overloaded
version of download API for LPA.

This CL exposes EthernetManager APIs that settings and other
system components can use to modify and monitor Ethernet state.
The new APIs are similar to the existing @hide methods but
pass on more information and meet API guidelines:
1. Add an InterfaceStateListener interface, and
addInterfaceStateListener and removeInterfaceStateListener
methods that meet API guidelines (e.g., take Executor, take
SAM parameter last, etc.) This new listener passes interface
state (absent, up, down), role (client or server) and IP
configuration.
2. Implement the legacy Listener type as a subinterface of the
new interface. Hopefully existing callers should be able to
use it unchanged.
3. Expose setIncludeTestInterfaces as module-lib api instead of
TestApi, since modules cannot expose TestApi methods.
