Experimentally, it makes more sense to more people to have the parent
setting as an overlay not a concrete thing.

Set AM/PM mode before setting hour in TextInputTimePickerView. This is
needed so we know exactly which it is when we are using 12 hour clock.
Not setting it early was causing TextInputTimePickerView to update TimePicker
with the hour that was not offset correctly based on AM/PM state.
Test: existing tests caught this - TimePickerTest#testKeyboardInputModeClockAmPm
verified locally that this test now passes.

Spinner is a special kind of list-value field because its auto-fillable
values are not currently present in the assist structure: this change
adds a getAutoFillOptions() to fill that void, and implements the
auto-fill APIs on Spinner.
It also fixes RadioGroup.getAutoFillValue() - it should return the index
of the child, not its resource id.

This gives developers a way to collect package-level stats, even if
it means we have to use manual calculation for sharedUserId apps.
Also round size of storage devices to nice power-of-two values so we
do a better job of matching retail packaging.

Two methods on AccessibilityService were declared abstract, but
there doesn't seem to be a good reason for them to be abstract, as
it's possible to write an accessibility service that doesn't do
anything useful with the methods. Removing the abstract qualifier
to reduce boilerplate for service developers.

Use newly defined "V2_DEFY_QUOTA" flag to split cache clearing into
two phases: clearing data for apps above their quotas, and then
pushing deeper by clearing data for apps below their quotas.
Add placeholder comments for other data types that we're planning to
add shortly. Route all clearing behavior through this new method,
which remains guarded behind a flag for now.

Previously, a copy of DisplayAdjustments was provided during Display
construction. If the Display instance is held, the adjustments would
not update. However, the DisplayInfo would, leading to a mismatch.
This changelist adds a reference to the Resources, which can be
queried to provide the latest adjustments.

This patch cleans obsolete code related to IP connectivity metrics:
- remove @SystemApi on android.net.metrics: now that metrics events
are processed and serialized in the frameworks only, event classes
should not appear in the system apis.
- remove obsolete Logger classes: ConnectivityMetrics app was the
unique user of ConnectivityMetricsLogger until nyc-mr1. From nyc-mr1
the app started using dumpsys to get metrics for IpConnectivity and
Telephony, which made ConnectivityMetricsLogger obsolete.
- simplifications in MetricsTestUtil
