When using RROs, android:enabled="@bool/form_factor_flag" won't work any
more. So we need to use a component override flag per b/135048762.
Test: Flash an adt3 with RRO enabled. see that systemui is coming up.

A VelocityTracker object is not recycled in case of motionEvents.size()<3 at calculateDistances function.

Prevents the guest user from toggling mobile data on/off by using the
mobile data quick setting.
The guest user is not able to access the network settings menu where
mobile data is usually toggled. The guest user should therefore not be
able to toggle mobile data on/off by using quick settings.

executeRebootToNormalCommand() reboots the device only if DSU is
successfully disabled, else show a toast describing the failure.

The downstream do not be tracked if PrivateAddressCoordinator just
return cached address. Then, PrivateAddressCoordinator would not notify
that downstream if conflict happen.
Also remove the null check in getDownstreamPrefix because:
- An IpServer is only added to mDownstreams by requestDownstreamAddress.
- That method will only add the IpServer to mDownstreams if it has an
IPv4 address.
- As soon as that method returns, the IpServer sets mIpv4Address to the
address that was returned.
- When an IpServer is torn down, mIpv4Address is set to null after
releaseDownstream is called.
So it should never be possible for this to return null.

* Android only forces AVCLevel 3, and it is common for modern devices
to use AVCLevel 4. Considered that there is no checks if this level
is supported, downgrade the requirement to get screen recording work
on older devices.
