To support removable esim to pass GCT/PTCRB test in DSDS mode, we should make sure all the download/activation requests are by default route to the removable esim slot. In order to satisfy this use case, we should return removable esim cardId as default.
1. Add switch UI in RadioInfo hidden activity to set removable esim as default eUICC.
2. When switch is checked/unchecked, corresponding flag is set in UiccController and intent is broadcasted to LPA.
3. TelephonyManager#getCardIdForDefaultEuicc API returns removable esim cardId if switch is checked.

We were mistakenly not calling the destroy API properly for Capability
Exchange API when the listener passed in was null. Instead we were calling
destroy -> create. This was causing us to call destroy -> create
over 4 times when switching SIMs.

If the app has only the READ_PHONE_STATE permission, it can no longer read the group UUID. When SubscriptionManager#getSubscriptionsInGroup is called, check if the caller has the USE_ICC_AUTH_WITH_DEVICE_IDENTIFIER permission.

Fixed that APN settings can't be merged when one APN
entry has MTU set, but the other doesn't. Also default
MTU unset value to 0 for backwards compatability.

VZ network noticed that 611 and *611 were dialing different
numbers that are meant for IVR when the phone service state
was the same(e.g ROMAING_DOMESTIC). This is not the intended
behavior and the dial out string should be routed to the same
number remapping which is based on the service state. Dialer
handled this before but at some point stoppped.
A new carrier config bundle has been added to account for the
service state ROAMING_TYPE_INTERNATIONAL.
