Add two APIs
1. isActivityEmbedded() knows whether current activity is
embedded in the Settings app or not.
2. shouldHideBackButton knows whether current activity is
suggested to show back button or not.

This is the first in a series of CLs to add a new avatar picker.
This CL adds the basic avatar picker screen to show a set of
predefined images (that can be supplied as an array of drawables).
Resources are provided to adapt the screen to phones and tablets
of various sizes.
Future CLs will integrate the take photo and choose photo
functionality from the current dialog, and will also add a set
of default icons that can be chosen if no predefined images
have been provided.

This rename makes it slightly less confusing to have both radio and checkbox display options. Functionally, this preference was already equivalent to a checkbox (with checking/unchecking functionality managed by the caller); the reason to use this class for settings checkboxes rather than the base CheckBoxPreference is for the added widget functionality.
This change leaves RadioButtonPreference as-is to make it easier to bring google3 uses in without having to be in lockstep, but RadioButtonPreference will be deleted in a future CL.

SettingsLib should not depend on WifiTrackerLib since WifiTrackerLib's
min_sdk_level will keep updating to use the latest Wifi APIs. Since many
other apps use SettingsLib and may not have their min_sdk_level updated,
we should make sure WifiTrackerLib's min_sdk_level is decoupled from
SettingsLib's.

SettingsTransitionActivity is an abstract activity being in charge of
the transition feature. Activities extending it will get settings
transition applied.
We make CollapsingToolbarBaseActivity extend this activity. Clients
extending CollapsingToolbarBaseActivity will have both app bar behaviour
and the transition applied.
Also add android:transitionName into the collapsing layout, so the
transition would start from the back arrow on the action bar.
And bump the min_sdk to 29 to relevant dependencies.

On Android S, each of subsetting pages will have a collapsing toolbar to
enlarge its title. However, there are many different pages from
differennt apps. So we extracted a base activity with collapsing toolbar
layout so it is easier to enbale a collapsing toolbar in their own
pages.

The method this change moves needs to be accessed by permission
controller which doesn't have access to platform apis. The new module
SettingsLibUtils requires system api. Other methods in SettingsLib which

We're currently importing the whole of SettingsLib into the Settings
Backup Agent just to access a single static method. This seems to
have contributed to a the regression which relates to b/139373401.
This CL separates the 3 related methods out into their own build
target so the amount of code included in SettingsBackupAgent is
much smaller.
A later CL will remove the original location after all usages
have been redirected to this new location

Create a new battery drawable that will load enough resources from
frameworks/base/core/res/res/ to allow for theming overlays. The current
things are overlayable:
- Perimeter path: the outer shape of the battery (including the
terminal)
- Fill mask: path defining the shape of the fill
- Bolt path: charging bolt path. draws with appropriate protection for
visibilty
- Powersave path: path of the plus sign that draws when in powersave
mode. also draws with protection
