With direct boot the camera preview could be loaded in a wrong
state when the device was started. This ensures that it's reloaded
more often and should always be up to date and also fixes the
bug that the camera preview couldn't be loaded initially.

Switch Access uses OnClickListener() on individual views to check
whether a view is "clickable" or not. If it is clickable, using
prev/next keys will highlight to these clickable views. Since DocsUI
used to simply trap touch events and did not have any OnClickListeners
on its list/grid child views, switch access was not able to pick up
these views as clickable views. Simply adding an OnClickListener() fixes
this particular bug, but then a regular touch using finger/mouse would
trigger both onClick() and OnSingleTapUp(MotionEvent), which causes
double-firing and lead to unexpected behavior.
This fix overrides two accessibility-related methods in the
recyclerView's layoutManager, which the recyclerView delegates to.
Switch Access should now be routed to the correct behavior (which opens the
file/doc).

We still check for security errors of non-system apps trying to send
protected broadcasts at the front.
However, the WTF check for system apps sending non-protected broadcasts
is now moved down to where we actually resolve the receivers, so we
can loosed then check to make it okay as long as you are sending an
explicit intent to only appropriately protected receivers.

- Normally when a user is unlocked, SM scans all updated apps
since the last scan to see if their manifest shortcuts have changed.
- There was a known issue that's been fixed already that'd result
in all shortcuts being removed.
- To work around this issue, let's scan all packages after the next
user unlock.
- This can be done by just renaming the XML attribute name to persist
the last app scan time.

Prior to N, our widgets were not converting MarginLayoutParams
properly between ViewGroups. The fix intrudced some issues in
older apps as the broken conversion code would hide developer
errors. This CL guards the change with a target API check so
that we don't affect older apps.
