Stop writing to disk every time the display goes off. Only write to
disk periodically.
Consequences
Previously, if the device rebooted after the screen duration was written
to disk, apps would appear more stale than they actually were.
Now apps will always look fresher, which is a better scenario.

and EVENT_ON_HOLD_TONE_END events, which trigger playing a hold tone for
remotely held calls. Those events also take into account whether the call
is foreground/background; it is left as a future exercise to clean that

Due to public ID assignment, gaps in resource type and entry
IDs can occur. This can lead to null pointer dereferencing
if not careful. This happened in ResourceTable::getDensityVaryingResources()
which is called when building Splits.

If we return to the lockscreen from a FLAG_SHOW_WHEN_LOCKED activity,
there was an additional black flicker as the wallpaper wasn't shown
for a couple of frames. The issue is that we didn't set the wallpaper
flag again, to fix another flicker with lockscreen wallpapers. Now,
we pass the state whether we currently have a lockscreen wallpaper
and if we don't have one, we immediately set the wallpaper flag
again.

Abort the service (without an early reschedule) if we find that we're
running low on space. The low space check is performed (explicitly)

When AVD fall back on UI thread, in addition to transfer the pending
actions from RT animator to UI animator, we also need to transfer
the listener, if any.

In ag/1273924, we stopped restarting services that were
still bound. When the package changes, however, the system
unbinds from a service and has no way to tell us that it is
not going to restart it (as it would if the service
crashed.)
Now we listen for package updates and unbind affected
services. The services will then be restarted as there will
be enabled services that are no longer bound.
