The PackageInstaller app manages side-loading apps as well
as permission management. It should be updatable, hence
should rely on system APIs to talk to the platform. This
is the first step of defining an API boundary.

- New service TVRemoteService triggered by SystemServer
- Provider service proxy and watcher for maintaining connections to unbundled
services which have the BIND_TV_REMOTE_SERVICE permission.

- Unbundled service needs TV_VIRTUAL_REMOTE_CONTROLLER
permission to be fully functional.

Unexpected truncation happens again after [1].
This is fixed by setting match_parent into the container LinearLayout.
For the unexpected truncation of Holo Theme is came from other but
related root cause. To calculate the window and container width,
need to add container padding in addition to the maximum width of
the text view. Otherwise the width of the container view will be
shrunk and the contents will be truncated. This only happens on
Holo Theme since the padding of the container is zero on Material
Theme.
I manually confirmed this CL doesn't revive following issues

- Run a separate animation when we need to adjust for the IME. We
can't use the attached animation because the adjustment animation
needs to be longer than the IME animation.
- Also run an animation when IME is disappearing.
- Adjust IME exit animation to better match with adjustment exit
animation.
- Make sure to update adjust for IME when entry/exit animation of
IME is starting, to avoid flickers.
- Don't update the IME window in PhoneWindowManager for layout
until the animation has started. This lead to an issue where the
content inset was set too large too early.

Some apps still rely on notification_large_icon_width
and notification_large_icon_height to be 48dp in their
custom views. Temporarily revert change to 40dp until
apps are fixed.

This is a privileged permission and is only to be used by
the core OS and related packages whose names are confusing
or misleading when shown in notifications.
The user will always be able to see the true package name by
accessing the notification inspector (longpress or swipe
gesture on the notification row in SystemUI).
