This puts in force some restrictions against test networks,
and in exchange relaxes the restrictions around registering
a network agent that provides a test network.
Test networks can only ever have transport TEST, and have
only a few capabilities available to them.
This is useful in particular to test CTS. See aosp/1253423
for first, basic usage of this capability.

Gate background custom toast block on targetSdk for beta 1, after
having gathered dogfood feedback. So, enabling the change for apps with
targetSdk > Q (>= R). Also removed warning toast.
Added tests in topic CL to cover all the cases.

Previously the dream activity was of a standard activity type. This
allows other activities to be started in front of it, which should not
happen.
This CL adds a new ACTIVITY_TYPE_DREAM and makes dream activities to be
attached on top of all other activities. It also adds activities of type
dream to be one of the always on top activities.

Also make use of PackageManager.getUnsuspendablePackages() which
already takes care of launcher and dialer packages and some
other critical apps, like package verifier, package
[un-]installer, etc.
For newly installed packages it PackageManager.getUnsuspendableApps()
seems to be sufficient since that app won't be critical for the
functioning of the device.

In aosp/1203789, if two routes are with the same destination,
it will be replaced instead of added when calling addRoute.
This breaks scenarios which rely on the ability to add multiple
default routes, such as multiple IPv6 default routes learned
via address autoconfiguration.
This change treats the route is an update if the destination
and nexthop are the same, but different in other properties.

The conversation icon now shrinks instead of disappearing
as does the face-pile. This also requirements some adjustments
for when the conversation is inside a group since the app
name disappears there.
