Add a tracing API and instrument key functions in order to profile
aapt2 bottleneck. The API allows to generate systrace fragment files.
Impact on performance is neglibible with each Trace requiring less
than 1us and the final Flush operation at the end of a command
requiring around 40us.

This change removes the ability for an overlayable resource to be
defined in multiple policy blocks within the same overlayable. This
change also changes aapt2 to use a bit mask to keep track of the parsed
policies.

This change defines two new chunks for encoding overlayable information.
RES_TABLE_OVERLAYABLE_POLICY_TYPE contains flags that represent
restrictions enforced on overlays that try to overlay a specific set of
resource ids. The chunk header is followed by ResTable_ref for each id
that belongs to the policy type. A policy chunk will be created for
every unique combination of policies that are defined in overlayable
declarations.
RES_TABLE_OVERLAYABLE_TYPE holds policy blocks. Since <overlayable>
does not currently have any attributes, only one overlayable block is
encoded in an APK.
This change also removes the SPEC_OVERLAYABLE flag because the runtime
does not use the flag, and the overlayable chunk encoding renders it
obsolete.

Pre-O, the platform treats negative resource IDs [those with
a package ID of 0x80 or higher] as invalid. In order to work
around this limitation, we allow the use of traditionally
reserved resource IDs [those between 0x02 and 0x7E].

Introduces a link flag --auto-namespace-static-lib for use when linking
static libraries.
When linking a static library with compiled sources that have references
to resources in provided libraries without an explicit package name,
the flag enables automatic inference of the package.
If a resource is present in the package that is being compiled, that is
used, otherwise the reference is rewritten to the highest precedence
resource with matching name and type.

Change styled string whitespace processing to be like AAPT's was.

Resources can be marked as overlayable, which means they can
be overlaid by runtime resource overlays.
This change propagates this state to the final resource table that
is installed on device.
Future work:
- Have the idmap tool respect the overlayable state and ignore
entries that overlay anything else.

When an attribute had the format "enum|integer", and a max or min
allowed value set, any value set for this attribute would have its
enum symbol's value checked against the valid integer range.
This would lead to the following:
android:numColumns="autofit"
being interpreted as an integer value of -1, which violated the minimum
expected value for numColumns, which was 0.

A resource defined like so:
<item type="drawable" name="foo" />
should be assigned the value @null.
The only exception is for <string> resources, which are given the
empty string value (since <string></string> is ambiguous). The decision
to use "" is based off the fact that old AAPT used to assign "" to all
undefined resources, even non-string ones.

This change defines some hardcoded rules to degrade
attributes in newer SDKs to specific older attributes.
An attribute with a degrade rule will generate a new XML for the API
in which the attribute resulting from the degradation was introduced.
Since API 22 (Lollipop MR1), attributes are correctly ignored and do
not need to be versioned. In XML files defined for APIs 22+, the
original and degraded attributes coexist in the same XML file.
One such example is paddingHorizontal, introduced in API 26.
paddingHorizontal degrades to paddingLeft and paddingRight, which
were both introduced in API 1.

Use Google3 naming style to match new
projects' and open source google projects' style.
Preferred to do this in a massive CL so as to avoid
style inconsistencies that plague legacy code bases.
This is a relatively NEW code base, may as well keep
it up to date.

For legacy reasons, we kept around the use of UTF-16 internally
in AAPT2. We don't need this and this CL removes all instances of
std::u16string and StringPiece16. The only places still needed
are when interacting with the ResTable APIs that only operate in
UTF16.

Android static libraries are like APKs but they contain much more debugging
and source information. We need to treat them differently in 3 ways:
1) When building a static library, we skip things like ID assignment and
product/config stripping. Source information is emitted as well.
2) When building a static library and linking against another
static library, we don't want to merge, we want to simply reference.
3) When building an app that uses static libraries, we want to merge
the static library under the same package with or without mangling.

This allows us to preserve the various product definitions during the compile
phase, and allows us to select the product in the link phase.
This allows compiled files to remain product-independent, so that they do not need
to be recompiled when switching targets.

Need to introduce the idea of multiple levels of visibility to support <java-symbol>.
Public, Private, Undefined.
Public means it is accessible from outside and requires an ID assigned.
Private means that we explicitly want this to be a symbol (show up in R.java), but not visible
to other packages. No ID required.
Undefined is any normal resource. When --private-symbols is specified in the link phase,
these resources will not show up in R.java.

An early refactor. Some ideas became clearer as
development continued. Now the various phases are much
clearer and more easily reusable.
