As API review feedback, rename Build#VERSION#FIRST_SDK_INT to
Build#VERSION#DEVICE_INITIAL_SDK_INT. As well as update all usage
in frameworks and tests.

Splitting behindScrim into two separate scrims: qs and notificatins.
QsScrim role is solely to show dark background behind quick settings.
NotificationsScrim serves as past behindScrim, that is takes fullscreen
when on keyguard and draws notifications background.
Bottom of the quick settings panel determines where qsScrim ends and
notificationsScrim begins.

While the tracker session ends abnormaly, we should also remove the task
which is kept by InteractionJankMonitor, or a memory leak happens.

InputMethodManagerService should not initialize null
IInputMethodPrivilegedOperations to InputMethodService.

Added the following testAPIs that are guarded by
SET_AND_VERIFY_LOCKSCREEN_CREDENTIALS and
ACCESS_KEYGUARD_SECURE_STORAGE permissions:

Also refactored methods out of LockPatternUtils
to LockSettingsService to allow clearing the caller identity.

The BackgroundBlurDrawable is linked to a specific ViewRootImpl.
When the view is detached and re-attached, the ViewRootImpl changes, so
we need to reinitialize the background blur drawable inside DecorView.
This CL properly handles onDetachedFromWindow in DecorView.
