Cleanup IPinnedStackController and IPinnedStackListener 2/N

Deprecates the following
- IPinnedStackListener#onConfigurationChanged, switched to use
  onConfigurationChanged callback in WMShell
- IPinnedStackListener#onDisplayInfoChanged, switched to use
  DisplayChangeController
