Add selection handle dragging tests.

- Set an id for each HandleView to access the hanlde.
- Rename DragOnTextViewActions to DragAction to use it for
dragging handles.
- Introduce HandleCoordinates to provide proper coordinates
for handles.

More tests will be added in following CLs.
