Handle ArrayIndexOutOfBoundsException for install_sessions.xml

When install_sessions.xml is corrupted, ArrayIndexOutOfBoundsException
was thrown. It causes booting failure so catch it.

Test: Corrupt install_sessions.xml and reboot
