Fix problems with new PowerManager.reboot() implementation.

ShutdownThread.reboot() does return so we need to block after calling it
to prevent PowerManager.reboot() from returning.

Since PowerManager.reboot() can now take significantly longer than before,
we now ignore ANRs during shutdown.
