Subject: [PATCH] Update strings for location services notification

Update the strings in the notification that is shown when the admin is
using setLocationEnabled - turning on location services device-wide.

Tested manually:
* Factory reset a device.
* Install testdpc from go/testdpc
* Set TestDPC as device owner.
* Navigate to Settings > Location, turn off location services.
* Use TestDPC to set location enabled.
