Merge changes from topic "ignore-vendor-apex-allowlists"

* changes:
  Ignore vendor apex priv-app permission allowlists
  Add test for parsing apex allowlists
  Ignore prebuilt shared library if it doesn't exist on device
  Rename updatable-library to apex-library
  Parse new xml attributes used for updatable shared libraries
  Create XML parser only once.
