Merge changes from topic "rvc-telephony-caching" into rvc-dev

* changes:
  Cache getPhoneId and getSlotIndex binder calls.
  Refactor SubscriptionManager caching code
  Cache getDefaultSmsSubscriptionId Binder calls
  Cache getActiveDataSubscriptionId Binder calls
