Enhancement of method.xml for Fast IME switching

Browse Source 
- (Public API) Add public attrs: imeSubtypeExtraValue, imeSubtypeLanguage, imeSubtypeMode
-- (Public API) Add InputMethodSubtype class
-- (Public API) Add getSubtypes to InputMethodInfo
- Add parser for the enhanced method.xml
