Subject: [PATCH] Always allow devicelockcontroller to schedule jobs/alarms in
 background

Bug: 290924390
Test: builld successfully
Test: flash aosp_mokey_go32-userdebug and go to settings,
      battery saving mode is fixed at unrestricted for dlc
